Newfoundland and Labrador Graduated Driver Licensing Program:
The Government of Newfoundland & Labrador introduced Graduated Driver Licensing program in the year 1999 on first January. This program enables the new drivers to acquire the knowledge and driving skills for the first two years. This program is designed to all the new drivers irrespective of age. This program contains 2 levels they are:
- Level 1 – Novice – Learner
- Level 2 – Licensed Driver – Driver

Eligibility applying for NL Graduated Driver Licensing Program:
Applicant must be a resident of Newfoundland and Labrador and whose age must be 16 years or above for applying class 5 level1 & Class 6 Level 1. Applicants who are under 19 they have to provide parental consent. Applicant must pass the written test, Vision test (balance test for class 6 level1).
What are the accepted Identity Documents applying for NL Graduated Driver Licensing Program?
Canadian Citizens who are residing in Newfoundland & Labrador and who are applying for graduated driver licensing program, while applying for the level 1 learner’s permit they have to produce at least one primary identity document and one secondary identity document.
Primary Identification Document applying for NL Graduated Driver Licensing Program:
Canadian Citizens, residents of Newfoundland & Labrador can submit any one of the following list of documents as primary identification document while applying for driver’s license, graduated driving license program etc.
- Canadian Birth Certificate.
- Valid Canadian Passport.
- Canadian Armed forces ID Card.
- Federal Firearms ID Card.
- Police ID Card.
- Photo ID card issued by the Motor Registration Division.
Secondary Identification Document applying for NL Graduated Driver Licensing Program:
Canadian Citizens, residents of Newfoundland & Labrador can submit any one of the following list of documents as Secondary identification document while applying for driver’s license, graduated driving license program etc.
- Marriage Certificate.
- Social Insurance Card.
- Credit Card.

Proof of Legal Presence & Primary Identification Documents applying for NL Graduated Driver’s Licensing Program:
Foreign nationals who are residing in Newfoundland & Labrador applying for graduated driver licensing program, while applying for the level 1 learner’s permit they have to produce their legal proof of their residence in Canada and primary identification documents.
